The text explicitly states that "the formed and formless are one." To illustrate this unity, the chapter provides the analogy of ghee: whether it is frozen (solid form) or melted (liquid form), it is still fundamentally ghee. In the same way, the divine pervades the universe in both its manifest and unmanifest aspects, and they are ultimately one and the same.
