As detailed in Chapter 37, the true divine heavenly state is not a physical place but a state of being, identified with the Vairaj, or the Cosmic Self-form. This state is characterized by being completely free from mental grief. In this state, there is no cause for disease, no worry, illness, or sorrow. One is not afflicted by hunger, thirst, or distressed by the fear of old age. Crucially, the chapter explains that in this heavenly state, there is no fear of death and no duality of 'do's and don'ts'. The soul can move about completely fearless, which is the essence of this divine condition.
