This is contrasted with someone who may be "learned" but remains restless, unsatisfied, and distracted by sensory greed, who cannot find peace. Chapter 17 stresses that practice is the essence, not mere talk; the knowledgeable person is the master of the "chariot of the body," capable of restraining the senses and maintaining a calm mind.
