According to the teachings in Chapter 21, what is required to gain the company of Saints?

Chapter 21 makes it very clear that gaining the company of Saints is not a simple matter but is dependent on divine will and spiritual merit. The text states, "Unless good fortune dawns, One does not encounter Saints and Sages." It further explains that this sacred association is "not accessible to the unfortunate" and becomes easy only when "God’s grace is present."
