According to Chapter 21, what is the main reason a person might fail to meet a saint, even if one is nearby?

Chapter 21 very clearly addresses why someone might not get the opportunity to meet a saint. The author uses his own life experience to illustrate this principle. When he was a Magistrate in Bandra, a famous Siddha named Pir Maulana lived in the same city, but the author never went for his vision due to pride. He explains this failure by stating, "One fears one's own shadow when ill-luck stands in the way." The chapter generalizes this idea, concluding that the company of saints is not accessible to the unfortunate and that this union is difficult to attain without God’s grace. Therefore, as Chapter 21 teaches, the primary barrier is not physical distance but a lack of "good fortune" or divine grace, which prevents a sinful or unfortunate person from seeing a saint even if they are right next to them.
