According to Chapter 17, why do people choose the path of Preya even though Shreya is the path to salvation?

Chapter 17 explains that people often choose the path of Preya, or worldly pleasure, due to a lack of discrimination and detachment. As long as the senses crave worldly objects and there is an obsession with things like gold and women, Preya alone will seem sweet and desirable. The chapter notes that even when both paths are presented, making the right choice is difficult. A dull-witted person, caught in the cycle of maintaining their body, family, and wealth, is easily conquered by Preya and embraces it.
